Cleofato Almeida Coutinho is one of Goa's topmost political analysts and commentator. He is also a senior practicing lawyer and a constitutional expert, teaching Constitution at Kare College of Law in Madgao in Goa. He was also a member of Law Commission of Goa and was actively involved in a Students' Movement in '80s. He was also the Editor of Goa's largest selling students' magazine 'Udent'.
